THE NEW CAMS FOR CLEANING AND SANITIZING SERVICES AND PRODUCTS

From the Ministry of the Environment come green answers regarding the new minimum environmental criteria (CAM) for the assignment of cleaning services of buildings and other environments for civil and health use, as well as for the supply of detergent products and woven paper products for personal hygiene.

On 29 January 2021, the Official Gazette published the new Decree, with which the aforementioned CAM are updated, repealing the Decrees of 24 May 2012 and 18 October 2016. "With the new CAM, from today, every public office, including barracks, schools and especially hospitals, will have to equip themselves with eco-sustainable cleaning and sanitation services" said the then Minister of the Environment Sergio Costa.

In line with the implementation and monitoring of the PAN (National Action Plan) on GPP for the environmental sustainability of consumption in the public administration sector, we therefore want to set the goal of integrating the needs of environmental respect in the procedures for the purchase of goods and services by the PA, to minimize the environmental impact of cleaning activities and to optimize the life cycle of tools and work tools.

The CAM aim first of all at the reduction of harmful substances andcarbon footprint but also want to enhance the wastecycle and the improvement of the use of water and energy resources;the new rules provide for technical specifications and contractual clauses, such as the exclusive use of detergent products with Ecolabel certification (European Union eco-label) or with certification on theclimate footprint in accordance with UNI 14067, the adoption of materials such as microfiber to reduce water consumption, the use of innovative cleaning and sanitizing techniques that demonstrate, through the presentation of a comparative Life Cycle Assessment studythe ability to reduce environmental impacts compared to traditional cleaning and sanitizing techniques.

In the case of services and products auxiliary to cleaning rendered at hospitals and other health facilities, in observation of the data for which 30% of the total of ICA (infections related to care) could be avoidable through prevention measures, with the entry into force of the Decree all contracting stations (PA) will be obliged to rely on companies that comply with these criteria. In this regard, Costa stated that "After the Covid emergency the world of cleaning and sanitizing services in less than a year have been revolutionized and there was an urgency to establish new criteria"..

Specifically, all companies providing cleaning services for buildings and environments for civil / sanitary use and / or dirt removal from surfaces and sanitization with or without the aid of machines must refer to this Decree; all companies producing cleaning products for ordinary surface cleaning (multi-purpose detergents for continuous use), detergent products for periodic and extraordinary cleaning (including waxing products, protective impregnating agents, de-waxing and de-capping, carpet and carpet products, detergents and strong degreasers for extraordinary cleaning, products for the maintenance of furniture, leather / leather and stainless steel, descaling for kitchens and dishwashers, cleansing agents and stain removers of inks, markers and graffiti) to be carried out at pre-established times, of personal hygiene products (soaps in liquid or solid form), of fabric products paper for personal hygiene (toilet paper / handkerchiefs / sanitizing towels).
